I got a fairly good ending by allying with the Borgen and sparing the Brokk-the Borgen do end up stealing more land to keep the Brokk from challenging them, but they are still prospering all the same. The worst charge against the Borgen is that they've stolen some land from the Brokk, and while that's wrong, it's still not enough to justify giving them the boot. This makes it easy to fall into the trap of thinking the poorer clan is always the morally superior choice, but you have to remember that using your imperial might to overturn a country's legitimate rulers is a morally ambiguous choice. They forfeited their right to rule, and removing them is better for both the regular people and Haven's long-term interests. The Mascha are cruel, greedy slave owners who have been rigging the system against everyone else for decades, while the Blessed are literally insane and not doing their jobs. The thing about the Borgen/Brokk dispute is that unlike the other two ruling factions, the Borgen haven't really done anything that justifies you removing them from power.
